Geonode Proxy is a decent option for smaller scraping projects. The rotating IPs work well enough, and I haven’t had too many issues with captchas. Speed is okay, but it can slow down during peak times. If you’re on a budget, it’s worth a shot, but for larger projects, I’d recommend Smartproxy or Luminati.
