Free tools are hit or miss, but HideMy.name has a decent proxy scrapper. Not perfect, but better than most.
Run it twice a day if you want semi-fresh proxies.

I’ve been burned by so many proxy scrappers, lol.
Now I just use Oxylabs—expensive but worth it. Zero headaches.
For CAPTCHAs, their built-in solver is a lifesaver.
