Hey! I had the same timeout issue with switchy proxy, and it drove me nuts. Turns out, my ISP was throttling the connection. I switched to a VPN (NordVPN works great) and then set up the proxy, and it worked like a charm.
Maybe give that a shot? Also, make sure your proxy settings match exactly what your provider gave you. One typo can mess it all up.
