Yo, I feel your pain. Proxy errors are such a headache. Have you tried using a different DNS server? I switched to Google DNS (8.8.8.8 and 8.8.4.4) and it fixed a ton of my connection issues. You can change it in your network settings.
Also, if you’re on Windows, try running the Network Troubleshooter. It’s not perfect, but it’s saved me a few times when I couldn’t figure out what was going on. Good luck!
