Hey! I’ve been using PirateBayProxyList(dot)com for a while now, and it’s been pretty solid. They update their pirate proxy list regularly, so it’s not as likely to get taken down.
As for finding new ones, I usually just keep an eye on Twitter accounts that track these things. Some accounts post updates whenever a new pirate proxy list pops up.
