Hey! So, I had a similar issue with an unused static IP address Verizon gave me. I called their customer service, and they were able to release it for me. It took a bit of back-and-forth, but they eventually removed it from my account.
I’d suggest reaching out to them directly. Just be prepared to explain why you don’t need it anymore. They might try to upsell you, but stay firm!
