Hey! So, I had the same issue a while back trying to figure out how to get on NA server in Elsword. From what I know, you *do* need a VPN if you're outside NA. I used NordVPN, and it worked fine for me. Just connect to a US server, and you should be good to go.
As for the client, you’ll need to download the NA version from the official Elsword website. Don’t use the global or EU one.
Ping-wise, it depends on your location. I’m from Europe, and my ping is around 120-150ms, which is playable but not perfect. If you’re further away, it might be worse.
