Hey! I’ve been playing on the NA server for a while now, and yeah, you’ll need a VPN if you’re not in North America. I use Surfshark, and it’s been pretty reliable.
For the client, make sure you download the NA version from the official Elsword site. Don’t mix it up with the other regions.
About the ping, it’s not amazing if you’re far from NA, but it’s manageable. I’m in Australia, and my ping is around 180ms. It’s not ideal, but it’s playable for most content.
