Ugh, the verizon proxy has been driving me crazy too. I’m in the Midwest as well, so maybe it’s something local?
I’ve found that using a different browser sometimes helps. Chrome was giving me issues, but Firefox worked better. Weird, right? Also, try disabling any browser extensions—some of them can mess with the proxy settings.
