I feel like ISPs push static IPs because they know people will pay for the "premium" label. Unless you’re hosting websites or need to whitelist IPs for security, it’s probably overkill.
Have you tried using a VPN with a dedicated IP? Some providers offer that at a fraction of the static ip cost. Might be a good middle ground.
