Honestly, I just print my own Pokémon proxy cards at home. I use a site called MTG Print, but it works for Pokémon too.
Just download the card images, resize them, and print on regular paper. Then I sleeve them with a real card behind for stability.
It’s cheap, and you can tweak the quality however you like. Just don’t use them in official events, obviously.
