I’ve tried a bunch, and VPNBook is decent for free IPs. It’s more of a proxy, but it gets the job done.

Just FYI—some sites *will* flag generated IPs, especially if they’re from known proxy pools. So don’t be surprised if you get blocked on certain platforms.
