Hey! I had the same issue last week. Turns out, Chrome doesn’t have a direct flag to enable viewport offset in chrome, but you can try disabling smooth scrolling.
Go to `chrome://flags/`, search for "smooth scrolling," and disable it.
Not a perfect fix, but it stopped the jumping for me. Worth a shot!
