Not a dumb question at all! The enable viewport offset in chrome thing is kinda niche.
Chrome’s flags don’t have a direct toggle for this, but you can try forcing hardware acceleration. Sometimes that stabilizes the scrolling.
Go to `chrome://settings/system` and toggle "Use hardware acceleration when available."
Also, check if any extensions are messing with your page rendering. Disable them one by one to test.
