Here’s what worked for me:
- Open Internet Options from Control Panel (not Chrome).
- Go to the *Connections* tab and click *LAN settings*.
- Set your proxy there. Chrome uses these settings by default.

If that’s also grayed out, yeah, it’s probably admin locks. Try FoxyProxy extension as a workaround—lets you switch proxies super easy.
