hey! had the same issue last week. to turn off proxy in windows 10, go to settings > network & internet > proxy. under manual proxy setup, toggle "use a proxy server" to off.

also, check chrome settings (chrome://settings/system) and disable "use a proxy server" there too. hope that helps!
