Hey! Had this issue when my antivirus (Avast) was overriding chrome proxy settings. Check if your security software has a "web shield" or similar feature—disable it temporarily.

Another thing: Chrome sometimes ignores manual proxies if Windows is set to auto-detect. Go to Windows Settings > Network & Internet > Proxy and toggle "Automatically detect settings" off.
