OMG thank you all so much!! The `chrome://net-internals/#proxy` trick worked—cleared some weird entries and now it’s connecting.
Still confused why the VPN was messing with chrome proxy settings even when off, but whatever. Also, didn’t know about the policy thing—gonna check that next.
