IP bans on Discord aren’t a thing for regular mods—only Discord staff can do that. and even then, VPNs ruin it.

better solutions:
- enable “must have verified email” in server settings
- use anti-spam bots (like AutoMod)
- ban *all* related accounts you find

trolls will move on if it’s too annoying.
