Hey, I had the same issue last week! Turns out my antivirus was overriding chrome proxy settings. Check if yours has a "web protection" or firewall feature messing with it.
Also, try resetting chrome flags by typing `chrome://flags` in the address bar and hitting "Reset all." Worked for me!
