Yo, thanks everyone!! The `netsh winhttp reset proxy` command + disabling extensions worked! Chrome proxy settings finally stuck.
Weirdly, my "Privacy Badger" extension was the culprit. Anyways, huge relief—appreciate the help! 🙌
