403 errors are the worst, man. Could be a messed-up .htaccess file even if you checked it. Rename it temporarily to see if the issue goes away.

Also, Cloudflare or any CDN? Sometimes they freak out and block legit traffic.

For logs, cPanel has an "Error Log" section, or use SSH and tail -f the access/error logs.
