Ugh, proxies can be such a pain. If the usual settings don’t work, it might be set via Group Policy (common in offices/schools).
Try running `gpedit.msc` (if you have Pro/Enterprise) and navigate to:
Computer Config > Admin Templates > Windows Components > Internet Explorer > Make proxy settings per-machine.
Disable that junk. Also, Malwarebytes can help if it’s malware-related.
