Bro, same! Chrome proxy.http has been acting weird since the last update. I fixed mine by clearing the cache + flushing DNS.

Open CMD and run:
ipconfig /flushdns

Also, check if your firewall’s blocking Chrome. Sometimes it’s not the proxy, but your antivirus messing things up.
