For optimizing chrome proxy.http, I swear by SmartProxy + FoxyProxy. Makes switching between proxies super easy and reduces lag.
Also, tweak the socket settings in chrome://flags. Search for "proxy" and experiment with the options. Not all work, but some might give you a speed boost.
