Yo, had this issue too! My chrome proxy.http was fine until I installed some "privacy" extension that messed everything up.
Uninstalling didn’t help—had to reset Chrome entirely. Go to chrome://settings/reset and hit "Restore settings to their original defaults." Fixed it for me.
