OMG yes, these chrome alert webpage change popups are the worst! I was going crazy with them on shopping sites.
Found another trick—try uBlock Origin (it's a free extension). Blocks annoying stuff AND stops some of those sneaky notification requests before they even pop up.
Also, if you're on a Mac, check Safari too—same issue happens there.
