Had this issue too! The proxy was ghosting me lol.

Go to Settings > Safari > Advanced > Website Data and clear everything. Sometimes cached data keeps weird settings alive.

Also, double-check for any MDM profiles (Settings > General > VPN & Device Management). Delete anything shady.
