Dude, I swear xbox ip resolve is cursed. I fixed mine by disabling IPv6 on my router.
For some reason, Xbox doesn’t play nice with IPv6. Go to your router settings, turn it off, and see if that helps.
Also, make sure UPnP is enabled. It’s not perfect, but it’s better than nothing.
