Ugh, xbox ip resolve is such a headache. I spent hours on this too.
One thing that worked for me was assigning a static IP to my Xbox *and* setting the Xbox as the priority device in QoS (Quality of Service) settings.
If your router has QoS, give it a shot. It tells your router to prioritize gaming traffic.
