Tried the "chrome://settings/system" trick and it worked! Still weird that Chrome buries it, but at least I know now.

Follow-up Q: Anyone know why my proxy settings chrome reset after reboot? Using Win 10 home, so no group policy stuff. Maybe a bug?

Also, gonna check out Proxy SwitchyOmega—sounds handy!
