Bro, this happened to me too! Chrome just *refuses* to keep my proxy config.

I fixed it by nuking all Chrome flags (`chrome://flags` > Reset All). Also, disable "Use a proxy server" in Windows settings (just search "proxy" in Start menu).

Chrome sometimes syncs with Windows, and that overrides everything. Annoying, but worth a shot!
