Yo, same issue! Mine was caused by a *VPN extension* even when the VPN was off. Removed it, and chrome proxy settings stayed put.
Also, check `regedit` (carefully!) for proxy keys under `HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings`. Sometimes Windows leaves junk there.
