Update: Checked `chrome://policy/` and yep, there’s a *forced* proxy setting. Guess my work PC is locked down. Gonna bother IT tomorrow.
For those suggesting extensions/AV—totally forgot I had Kaspersky installed. Disabled its "network protection," and Chrome stopped resetting... for now. Fingers crossed!
Still weird Windows sync overrides it sometimes. Might try the network reset next. You all rock! 🙌
