Proxies are sneaky! For how to off proxy *completely*, here’s what I did:

1. Disabled it in Windows (Control Panel > Internet Options > Connections > LAN settings).
2. Went into Chrome’s flags (chrome://flags) and searched “proxy” to disable experimental stuff.
3. Rebooted.

Still issues? Maybe your ISP is forcing a proxy. Try contacting them or using a VPN to bypass it.
