Hit Win + R, type `gpedit.msc`, then go to:
Computer Config > Admin Templates > Windows Components > Internet Explorer > Make proxy settings per-machine.
Disable or set to "Not Configured." Reboot after.
Also, check for any sketchy browser extensions—they can force proxies too.
