Bro, same. I spent HOURS on this.
Turns out my antivirus was blocking DHCP requests. Wild, right? Temporarily disabled it, ran the ip renew command again, and bam—new IP.
Also, check if your network adapter is set to DHCP and not static. Sometimes updates mess with that.
