I’ve been using HighProxies for my runescape bot proxys, and it’s been pretty reliable. They’ve got a good mix of residential and datacenter IPs, and their prices are pretty reasonable.
Rotating IPs do help, but I think the most important thing is to keep your botting activity realistic. Don’t go crazy with it, and you should be fine.
