I've been using ProxyNova's socks proxy checker for a while now, and it's been pretty solid.
It scans fast and gives you the actual response time, not just a yes/no.
Only downside is the free version has a limit, but if you're checking a small batch, it works great.
For testing, I usually cross-check a few proxies manually with curl to see if the results match.
