For free test proxy options, I’ve had luck with ProxyScrape’s public list. Not perfect, but good for quick checks.

Paid-wise, Smartproxy is decent for the price. Their dashboard shows uptime stats, so you know if a test proxy is flaky before using it.

To verify, I just hit a "whatsmyip" site and see if it matches the test proxy IP. Simple but effective.
