Bro, chrome proxy.http is straight-up broken for me too. Found a weird fix tho: go to chrome://flags and search for "proxy." Disable "Enable network service" and restart.
No idea why it works, but my connections stabilized. Also, maybe try a VPN? Sometimes bypasses the proxy mess entirely.
