omg i had the SAME question when i started! configure just means "set it up how u want." like, when u get a new phone, u dont just use it as-is—u change the wallpaper, notifications, etc.
with software, it’s the same. u tweak stuff so it works for YOU. sometimes it’s a .config file, sometimes it’s a GUI.
and nah, stuff can’t always work outta the box bc ppl use things differently. imagine if Photoshop came pre-set for everyone… chaos.
try playing with Notepad++’s settings—super easy way to see what is configure in action.
