Had this exact problem yesterday! Some sites load scripts to block inspect tools. Try refreshing the page and spamming F12 before the scripts load.
Alternatively, use Chrome’s "Incognito Mode"—sometimes extensions or cache interfere with the unlock inspect tool on PC.
