Not the fastest, but it gets the job done. They update their links regularly, so check their site for the latest one.
Also, try switching between MTProto and SOCKS5 if one stops working—sometimes that helps.

Try the "Telegram X" app from APKMirror. For some reason, it connects when the main app won’t.
Not a proxy, but it’s a workaround that’s saved me a few times. Just make sure you download the legit APK.
