I’d recommend IPFake for a random ip address generator. It’s free and has a clean interface.
I used it for testing some geo-blocking stuff, and it worked fine. It generates both IPv4 and IPv6, and you can even specify the country if you need localized IPs.
Only thing is, it’s web-based, so if you need something offline, this might not be the best fit.
