Dude, I had the same problem, and it was driving me crazy. Turns out my ISP was blocking the PS5 for some reason. I called them, and they fixed it on their end. Maybe give your ISP a shout?
Also, if you’re using a VPN on your router, try disabling it. That can mess with the ps5 can't obtain ip address thing too.
