Interesting question! I did some digging and found that countries like Turkmenistan and Eritrea don’t have official government Twitter accounts. They’re pretty closed off, so it makes sense.
Also, some small island nations like Tuvalu or Nauru might not bother with Twitter since their populations are tiny.
