bro, i had the same err connection timeout web page timeout error last week.

turned out my antivirus was blocking it for no reason?? disabled it for a sec and boom, site loaded.

also, check your hosts file (C:\Windows\System32\drivers\etc\hosts). sometimes malware messes with it.
