This drove me crazy too! Here’s what worked:

1. Delete the VPN app (if you haven’t already).
2. Go to Settings > General > VPN & Device Management and remove any VPN profiles.
3. If it’s still ghosting you, reset network settings (Settings > General > Reset).

If none of that works, might be time to contact Apple Support.
